Green/brownish layer bottom of pool

Water bugs, swimming insects and sweat bees.
Foaming bubbly water. Frogs in the pool.
Dead animals in the swimming pool.

Ok. I think we are there now. I have polyquat algacide. Should I pour do bottle now?

That will just use up the chlorine quicker as chlorine tries to oxidise it out of the water. Its a great big lie by the industry that its anti algae at the guessed strength they use it at. Chlorine is cheaper, faster and less nasty to equatic life.
I may not give you the answer you want to hear, but I will give an honest opinion of your situation as you decribe it.

I would continue using chlorine. I have had success using polyquat in aiding pool sanitizing, but not as standd alone. Chlorine is about 10 ppm right now. I will wait and see, keep my eye on it. Thanks all for all your help
