inground 18/36 weak suction and

I have a 18 by 36 inground pool water is cloudy and some green algae on the bottom of the pool there is about 50% of the normal suction at both intake vales (skimmer and stairs) so the water is not circ. well...I backwashed hard and that improved slightly.. any suggestions appreciated
