Fine black substance on pool floor

Water bugs, swimming insects and sweat bees.
Foaming bubbly water. Frogs in the pool.
Dead animals in the swimming pool.

I have a cartridge filter on 27 foot round pool. Water is clear and balanced. Every AM ther are black clumps all over bottom. I vacuum and 24 hours later they are back. Tried floc, cleaned cartridge, super shocked and used black algae treatment. Still have problem.The particlec are very fine, if you agitate the water on the bottom, it dissipates. Help!

ME TOO!! I was thinking it was fine black bugs but there are more and more each morning! Am I vacumming and they are coming back from filter? We cannot vacuume to waste with a cartridge filter HELP!!
