Dirt going back in the pool when vacuuming

Recently we had a flood & it totally covered the pool. We have emptied the pool but there was a lot of sandy in the 12ft we couldn’t get out.

When we refilled the pool I have tried to vacuum it out on waste with a hand vacuum and a new automatic vacuum. I can vacuum up the sand but it blows it out the side where the water blows out. I have backwashed several times and cleaned my filter.

I don’t know what else to do. I have spent a fortune Trying to clean this pool.

What do you mean about "it blows it out the side where the water blows out"
Are you talking about the return from the filter
