Is the Pool Wizard jailed?

I tried to reorder and got this:

"Orders and sales are currently on hold pending EPA registration.

All existing customers will be notified as soon as approved."

The Pool Wizard is undergoing re-registration procedures and consequently sales have been temporarily halted.

The applications are pending and the procedural delays could mean a wait of several months yet. We anticipate a final resolution by August 2009 at the latest, but cannot make any promises for product availability until then.

It is now April 2011, Is the Pool Wizard ever going to be available again. I live in Spain and have been using Pool Wizard for over 5 years and need more chemicals. Why can I not buy it here in Europe without all this USA regulation nonsense. It would be nice to get a response to emails but no one bothers.

I roll my eyes and ask in all honesty, how can this be? What is the holdup at the American EPA? Is this foot dragging a case of lobbying by the American Chlorine manufacturers?
Be that as in may, can I order Pool Wizard through England UK, and have my brother-in-law send it to me as a personal gift?
I would order the Pool Wizard through the dealership in Turkey if possible.

If anyone can help me on this, I would surely send him home with two, not just one, but two mellons under his arms.
