PH and alkalinity way too high

Problems relating to pH and total alkalinity.
Increase ph, increase TA. Reduce pH, reduce TA.
pH chemistry advice and techniques for the pool.

My Pool: 15000 gals intex above ground.
Intex SX3000 sand filter
FairmountSantrol AquaQuartz sand
2 intakes 1 output
Intex skimmer hooked up to 1 of the 2 intakes.

PH and alkalinity way too high

I can't see. To get my ph and alkalinity lvls to go down to acceptable lvls. This prevents my chlorine from working. Any ideas other than adding 35lbs of downer?
