Im adding cuastic soda but nothing changes

It the Total Alkalinity (TA) test shows red immediately instead of showing it's normal green that then turns red after adding so many drops, then this means the pH of the water is VERY low, below 4.5, and that there is essentially no TA.

Did you really mean Caustic Soda which is Lye (Sodium Hydroxide)? That is used to raise the pH without adding carbonates as most pH Up (Washing Soda; Sodium Carbonate) does. Anyway, you probably need to add even more.

What kind of test kit are you using? And what are you using for your source of chlorine? Is it Trichlor tabs/pucks which are very acidic?
