Why doesn't anyone manufacture 3" chlorine tabs without CYA in it? Is it not possible?
Or if someone does, where can I buy it?

If you read your product info you will find it tells you. You also don't want to be using one type of chlorine in a feeder that was using a different type of chlorine.

Also, keep in mind that Cal-Hypo will increase Calcium Hardness (CH). For every 10 ppm Free Chlorine (FC) added by Cal-Hypo, it also increases CH by 7 ppm. This isn't as bad in percentage terms than CYA because CH is usually much higher (around 300 ppm) than CYA (< 80 ppm).
Cal-Hypo tabs also tend to break down quickly near the end and leave a residue of binder material. They are much messier than Trichlor pucks.
Unfortunately, there is no source of slow-dissolving chlorine that does not add either CYA nor CH. There are, however, automatic dosing systems for liquid forms of chlorine including peristaltic pumps and The Liquidator. And, of course, there are saltwater chlorine generator (SWG) pools.

Puck feeders are a great way to feed chlorine pucks ... IF ... you want to feed chlorine pucks. Much better than tossing pucks in your pump basket or skimmer basket etc. The best way to use them though, is to only put 1 or maybe 2 pucks in the feeder and crank it up into the top half of its flow capacity. Try 1 puck and if it cant maintain a reading, use 2. If 2 is too much the try for 1 1/2 pucks. You will have much better luck than filling the feeder up and trying to adjust that little valve.
