My pool is less than a year old and has a white film on the tiles...i have used cleaner etc. and it keeps coming back. Is this scale? I have the dark sun stone bottom which makes it difficult to see if it is everywhere-
How do I correct this if it is?

Sounds like scale to me. There are many tile cleaners. How effective they are, I don't know. My coworker says she spent hours and hours trying to clean hers with various cleaners and wasn't successful - says she's having some pro's come out. If you lower your pH to the lower end of the range, it may make the calcium buildup/scale a little softer for when/if you try the cleaners.
My very old tile has it, but the color and pattern seem to hide it, so I don't worry about it much. We have such a calcium hardness problem with our fill water here, it's almost impossible to keep my calcium level in range for long. I am going to have my 26 year old pool replastered and new tile this winter, anyway.
