Stain in new surface pebble tec

Stains on the pool surfaces, pool equipment
or on the swimmers, or off-color swimming pool
water. Discolored but clear pool water.

Stain in new surface pebble tec

New pebble tec finish has dark stain at bottom of pool. This finish is now 45 days after install and all startups are finished 15 days ago. Ground water leaked in at the bottom of the pool after the new surface was curing. The pool guys just finished installing the new surface of pebble tec. They came out the next day and acid wash the whole pool. Lead guy was called and pored straight bleach to help remove this stain. I have not paid him the balance and told him i will not unless this stain is gone. 45 days later which the stain is still there.
1) can this stain be removed?
2) Will the bleach he use cause a problem down the road since this was in the curing stage?
3) Should i tell him to pound sand on final payment and live with this stain?

Oh, we've had the same issue, but only with our wide and deep hot tub. But we ordered a new clean-up (total one), after we read a great article written in the blog of ByRossi, and we've got what we were expecting for. They removed all the stains for 1 day only, cause they know for sure how to handle all these hot tubs' issues and problems...
