Aqua Trol-No LEDs-No Chrlorine

I have been using Aqua Trol for past 6 years for above ground pool. This year when I hooked it up, no led came on. The unit turns on, runs the pump but the leds do not illuminate. My digital read gives me 0.00 for salt, gives me a volt reading of 25. I have also noticed that I don't hear that "click" when chlorine is being producted. I was able to download the diagnostic manual and checked everything shown in the manual and all values checked out to the manual. Is there anything else left to check before replacing the board?
