Intex SWG, what does it look like when working correctly?

In an Intex SWG w/ ozone (but probably doesn't matter), what does the titanium cell environment look like when the system is working correctly? Am I supposed to be seeing bubbles (chlorine) being generated on only the top or bottom plate at a time or should I be seeing bubbling coming from both? I am receiving the Code 91 error but not immediately, sometimes taking 1/2 hour to an hour before it starts beeping. The plates are clean, salt is at ~3500ppm, flow is great (white sensor solidly pushed aside). I was seeing bubbling only from the bottom plate and have flipped the plug on it and now seeing only the top bubbling.

This is the 3rd year for me using these systems (and on the 3rd one acquired via warranty exchange late last summer), and I cannot remember what the plates should really look like when generating.
