Aquarite cell showing "no flow'

I've had the aquarite sytem in place for ~6 years. Had the motherboard replaced after 2 years for free and have had to replace the cell once. New problem: the system is reporting "no flow" despite a completely clean cell. No chlorine is being generated. Any thoughts or suggestions would be most appreciated!!
