Nothing is lost, nothing is created : law of conservation of mass/matter

When the chlorine level goes down where does the chlorine goes? Does it transforms into a gaz or does it just transforms into a other form and stay in the water?

Free chlorine oxides dirt to nitrogen compounds.

The nitrogen compounds combine with the chlorine to form chloramines of various forms.

Eventually the chloramines either breakdown to form chlorine gas (smell on pools under chlorinated) or sodium chloride.
