I have about two gallons of muriatic acid that I need to neutralize. What is the best and safest way to do this?

I assume you want to dispose of the acid. Muriatic acid is about 30% hydrochloric acid and can be used effectively to remove scale, mildew on sidewalks, . . .
If you don't need the acid, water it down and dispose of it down the drain. Mixing it at a ratio of 10:1 will weaken it sufficiently for you to do this.
