Leak - Liner FLoat

We have an inground liner pool. Upon opening this year we recognized the main skimmer was busted. Upon replacing it professionally we opened the pool to find out we had a leak. After trying numerous things we recognize the pool does not leak when pump/filter are off. When everything is on water leaks to just below jets. When skimmers are turned off but main drain is on water level stays just below skimmer line. However after running just main overnight the water level did not lower but the liner is floating. We did have some heavy rainfall overnight (1-2"). Any thoughts? Suggestions? Thanks in advance for any input.
