Pressure Test

Which is better for finding a leak, water or air pressure? What level of PSI do you recommend starting at?

We initially pressure test to 20 PSI with water, if the line doesn't hold pressure, i.e. pressure drops faster than 1 pound per minute, we then inject air in the leaking line and listen with Geophones for the noise of the leak.
Small air leaks ar especially difficult to find.
