I have 25000 gal inground pool. Recently noticed air bubbles in the skimmer when pump is on. No air in the filter and when pump is off. What it might be?

Could be a few things, but the most important questions are;
1) Is the pool water level dropping forcing you to refill the pool?
2) Are you losing water prime when the pump starts its filtering cycle?
If everything is fine, then I wouldn't worry about it.
If something is wrong, I recommend a leak detection service that can immediately pinpoint the problem. That's their specialty. Troubleshooting pool leaks over the internet is a futile concept. Time is wasted, water is wasted and patience wear thin trying to troubleshoot over the internet. There are certain tests that need to be performed, everything from the bucket test, leak dye test to the vacuum leak test. This is why I say, let a leak professional pinpoint the problem.
Leak in the skimmer?
Are the air bubbles in the skimmer or in the pump pot? Are there bubbles coming out the return lines? Do you get bubbles with the main drain open and the skimmer line closed?
