Leak from jets on stairs

We currently have some water leaking from one of the jets on the stairs. We did a test with dye and it is sucking it in. The previous owners patched part of it with what looks like a hard apoxy like putty. How do we patch it again underwater? Is there a product out there that we can put in it's place without having to drain that low?

You can again patch it with an epoxy type resin, most of the time you can get it from your local pool shop, its normally a two part mix, mix it up to a putty and use it under water, it will set from anything like about 15mins to 24 hours
