So the ice finally melts and I notice the plaster winter cover is now sitting on the bottom of the shallow end floor.
It’s a new pool and when I closed it, I pumped the water out to 2” below the return jets. Now the cover has a foot of water on it but it’s a 12” below the jets.
I assume my new pool leaked all through the winter.
If I drain the water off the cover, there will be no water in the shallow end.
Should I add water under the winter cover first to try and lift it higher? Or should I pump the water from on top of the cover into the pool? Peaking under the cover reveals the water left in the deep end is crystal clear.
What to do?

Cant really offer any help for your current situation but going forward they do make air pillows for going under winter covers, wonder if that might help you.
I may not give you the answer you want to hear, but I will give an honest opinion of your situation as you decribe it.

I would get in pool and cut cover into manageable pieces and replace.
