painting vs. resurfacing plaster surfaces

what is your opinion on painting a plastered pool surface with a product called Durseal ( comes in both latex or epoxy) by Smartseal Inc. How long will it last , problems with peeling etc. The pool was resurfaced about 10yrs ago.
We drained it and there are small and large areas that are stained a blue color that also looks like it ate some of the plaster surface. Was this algea? the damage to the plaster isn't deep .
do you think if we acid wash it then sand it smooth would be better then painting it ? hope this makes sense

DON"T DO IT the paint always comes off and makes the pool cloudy.
