Removing Paint

I’d like tile down to the water line on my concrete pool but it’s been painted previously with chlorinated paint which I’m told I can’t tile directing on to? What’s the best way to remove 12” all the way around the top? I would have preferred to tile over the paint as when I repaint I don’t want a lip for water to possible get behind
