Pebble Tec Finish Not Under Water?

Hello,
We want to replace the 3 steep steps in our pool with several small steps. The FIRST step, if possible, should be just at the top of the tile line, OUT OF THE WATER.

One contractor told us that the mini pebble finish can survive out of the water. A second contractor said that is incorrect, that the Pebble Tec finish needs to always be submerged.

Which contractor is correct?
