New Plaster Surface

We have a newly finished pool with white plaster finish. It has been 30 days or so and we have brushed multiple times daily. However it still has many uneven surfaces. Around steps blending to the walls it has bulgy uneven transitions. At night with the light on and circulation off the bottom looks terrible. It has pitted rough spots and trowel marks. Builder indicates all are like this we are just too picky.

Any idea without seeing if this is a good surface?

the rough transition areas may be sanded underwater with a dia-pad. A plaster finish should NEVER be judged by a pool light. Your finish should be viewed during a partly cloudy day with the pump off. Try turning off all the lights in your house at night. Now hold a flashlight to the wall and shine the light across it. Looks pretty bad, huh. Perhaps you are too picky. If that's the case, you will never be happy with your pool finish no matter who does it. :cry:
