Another frustrating pressure issue

My brother has good free flowing pressure (no filter installed) and the pool cleaner works great. The minute he puts the filter in the housing, the pool cleaner works great for about 5 seconds and its dead.

I have tested the filter and pool cleaner in my own pool and it works perfect.

Obviously something is up with his system.

Any ideas?

Does the pump strainer basket drain out?
Check the "O" ring on the strainer basket lid and reseal with silicon grease
