procedure for emptying strainer basket

Can someone please tell me what is the correct way of emptying the strainer basket in the pump? I have an above ground pool that is cloudy still. Chemical readings are good, but I can see the basket is dirty. First of all I cannot budge the lid. Secondly, do you turn off the filter to empty the basket or do you do it with the pump running? I really need to empty this basket. It's filthy and probably causing the cloudy water. Any help would be appreciated.

turn off power . get that lid off , look for 2 notches on the top where a screw driver could be placed to help twist it odd .or ask your strong friend etc . take out basket clean her up and throw her back in . you may need to prime pump by adding water till the pump is full then quickly seal lid and turn power on . jacks on the lid o ring is a clever idea also .
