Roger,
High pressure in the filter and low flow in the pool usually indicates an issue with the filter media. Is it a cartridge filter? If it is, take the cartridge out of the filter and run the system. If the flow is back to normal, you need a new cartridge, or maybe even acid soak the cartridge to give it a good cleaning. Even though you rinse the cartridge, the paper of the cartridge can still be clogged up and not allow the water to easily pass through causing the issue you are having.
