Installing Automatic Vacuum Suction Line

When my in-ground pool was installed in 2001 the installed put in a pipe from the pump area to the side of the pool to be used for a full-time suction line for an automatic vacuum if we wanted to install it later. It enters the pool near the skimmer and the liner is intact covering some sort of fixture. I now what to enable this and start using the suction line and vacuum.

My question is ... how do I do that? And can I do it underwater or need I lower the water level enough to get to it in the air? I think I just cut a hole in the liner, take off the screwed on fixture, put the liner against the wall and reinstall the screw on fixture and ... voila .. done. I am concerned that if I do it underwater I will get water behind the liner so am thinking perhaps I need to lower the pool water level. If would rather not lower the water level, if it is avoidable.

Any advice would be appreciated.
