About standby filter in system

Hi everybody, Im designing a public pool. I intend to design 2 sand filter duty and 1 standby, but my manager said we don't need the standby filter, she said with short time backwashing filter, and seldom frequently of sand removing, we can design system without the standby filter, i search ispsc 2015 but i see it don't mention or require the standby filter. So someone can explain about that? can we design circulation system without standby filter? And if we can't, what code talk about that? Thank you very much, and sorry for my bad English.

That's a local issue, covered by local code. Sorry I can't give anymore help but it would be wrong to put ideas forward when the code (be it right or not) is the code.

My country have swimming code but it doesn't mention about that, and now I can follow another code if it require, I read ISPSC 2015 but it doesn't mention too.
