Dirty water returning to pool

When vacuuming the pool all the dirty water is sent back to the pool jets. I have replaced the sand, replaced the spider gasket. The sand stays clean. When I backwash the water is clean. Checked the laterals they look ok,no sand is coming out of the jets.I am not able to clean the Algae from the pool.Help?
