feel an electrical charge in the water

When I have my feel in the water and put my hands on the metal rail, I become part of an electrical circuit. My feet get a buzzing sensation. This also occurs when I have one hand on the concrete deck and reach in for the skimmer basket. My fingers also receive a tingling shock.

What can I do to fix without calling for an expensive repair guy?

is your pool lite on, leaking or malfunctioning?

Sounds to me your pools not grounded.. Run copper wire allround the pool make sure its touching it and then run it to your pump and at the back of it theres a place for the ground to go. Tighten it up and you shouldnt have that problem anymore.
