vacuum not working

Pool circulates with good pressure, 18 - 20 psi & have plenty of flow but when I plug my vacuum hose & navigator in there is very little pressure sucking the pipe into the hole & my navigator just sits there? When I put my hand over the vac hole my hand is sucked & stuck to the side of the pool!. When I put the same hose in the skimmer the same thing happens!
I have a lot of flow, what to do?

Are you filling the hose with water before connecting it?
