I have an 8' round stock tank that I am turning into an above ground pool. I know most people place the outlet pump on the side of the tank, directly under the inlet pump. My question is, does it make more sense to place it on the bottom of the pool to better filter sand particles and increase circulation?

The best way is to form a skimmer at the top of the pool to get floating debris
Bottom drains don't work that well and being on the side will not remove any deposits on the floor also there is a danger of being trapped by the suction, modern bottom drains now tend to have two connected so that nobody can be trapped
You also mention two pumps, totally unnecessary
A single pump on the skimmer with returns placed to skim the surface
