Thin, very high pitched noise from pool pump/motor

Hello everyone.

I'm desperate to find info on my issue, any help is very appreciated.

My neighbor has a Hayward Super11 pool pump. He does not have it covered or in a pool shed. My question: Is it normal for that specific pump setup to make a thin, very high pitched noise/tone when running? It's not the normal squeal or screech...it is a very very high pitched noise that hurts the ears if you listen to it too long. I do have a rough approximation of the noise at the following youtube video (hope we're allowed to post this type of link). It's not exactly like the noise I'm dealing with, but pretty close: https://www.youtube.com/watch?v=pZiCtnejeO4 Please first adjust your volume so it's not too loud, because it's very annoying.

I need to know if this is normal, since I am trying to decide what action to take...ask him to get a different pump setup, or invest in a pump cover/enclosure.
