Thin, very high pitched noise from pool pump/motor

Hello everyone.

I'm desperate to find info on my issue, any help is very appreciated.

My neighbor has a Hayward Super11 pool pump. He does not have it covered or in a pool shed. My question: Is it normal for that specific pump setup to make a thin, very high pitched noise/tone when running? It's not the normal squeal or screech...it is a very very high pitched noise that hurts the ears if you listen to it too long. I do have a rough approximation of the noise at the following youtube video (hope we're allowed to post this type of link). I need to know if this is normal, since I am trying to decide what action to take...ask him to get a different pump setup, or invest in a pump cover/enclosure.
