pump not priming - no pull from skimmer or main drains

I just put in a 12x24 pool with 2 main drains / skimmer and 2 returns. I got everything hooked up and cannot get the pump to start pulling the water.
upon testing i can send water/air through the line for the skimmer no problem and for the returns no problem. the main drain gave me a few bubbles but it's not wanting to fill up when i send want down the line. even if i had a break in the line, i have a 3 way valve that allows me to only pull from the skimmer and the pump still wont start pulling water. I'm at a complete loss!! any help would be appreciated !!
