New spa plumbing question. PVC opening shotcrete over

In the process of building a pool and spa. During shotcrete, I noticed some openings in spa's pvc plumbing. Asked the builder, and they said that it is okay. Stating that they are spacers and totally fine. I have researched and can not confirm this. Can someone review images to confirm if this is okay. Or is it something that needs to be fixed before moving forward
