Pool electric or motor issue?

Hello,

First post here.

Can anyone tell me what is wrong with my pool? I have a jacuzzi waterfall that sits atop the swimming pool and the water from jacuzzi flows into the pool when the motor is on. The motor is on from early am to early evening via timer. I have an Intermatic dial timer connected to a subpanel. The other day I notice that my jacuzzi waterfall is not flowing so I check the main electrical panel and then the subpanel to see if something has tripped. Everything looks normal and then I test for voltage and there is electricity in the panel, the subpanel; and the the electric wires that connect to the timer. After this I reset both breakers multiple times in different orders but still no sound from the timer.

I dont know if this matters but the night before this happened there was extreme fog in the area. I also just replaced the timer(Intermatic T104) but still no luck.

Even though the multimeter is detecting electricity could be this a wiring issue? Why is the timer not working?
