Pool timer issue or pool motor?

I have a jacuzzi waterfall that flows into my pool. The flow is controlled by a Intermatic dial timer. A couple days ago the jacuzzi stopped flowing and the timer is not working and the gears are not moving. I checked and still have electricity in the main electrical panel, sub panel, and electric wiring connected to the timer. I just replaced the timer with a new one but it is still not working but there is electricity in the wires that I connected to the timer.

Does anyone know what might be wrong? Thanks
