Hello :
I just instaled a new pump and a filter.
I put the pump about 40 inches down of the water pool level.
The Filter is about 20 inches above the water level.
I cant get suction... ( ok a get a litle)
The pump and the filter must be all down of the water level ?

Punp and Sand filter -No suction...
If you open the basket on the pump, does water flow out? If you remove the connection from pump to filter, does it pump water out very fast?
Just trying to troubleshoot to see where the problem lies.
Why is your pump not near your filter? Are they on opposite ends of the pipe?

OK...then the problem is not in your suction line.

But what if you turn the pump on? Can you pump water from the pool into the yard? I am just trying to see if the pump is actually pumping before moving farther down the line.

To answer your original question, it depends on the pump. In-ground pumps are "self priming" meaning they will "suck air" until the water comes. Above ground pumps are not self priming, meaning you must fill the basket with water and generally keep the pump below the water line in order for them to pump. This is one reason why there is such a price difference between a 1hp Above Ground pump and a 1hp In-Ground pump.
