Pump works fine until I turn it off

I have a brand new above ground pool with a sta-rite mod filter and a 1 hp motor. When I intially turned it on after filling and venting it, it worked great, but once I turned off the motor to clean the filter basket the pump runs for about 30 seconds and shuts off, it is also noisy. I am thinking somehow it is airlocking but I can't figure out how or where. I crack open the drain plug on the strainer basket and it starts running perfect again. I guess I am not sure if I have it pulmbed correctly (the instruction were not helpful at all). Any ideas?
