pump strainer cover

i have just moved into a house with a pool, the pump strainer is full of debris but i can not remove the cover? even when the valve is in the closed position the cover will not turn at all

Is this a twist off cover? Use a crowbar/long scredriver/big stick to give you more leverage and use some pool lube on the o-ring before putting it back.
