Leaking Jet Valve

I'm a new pool owner and don't know much yet. I have a Roman pool with a valve at the shallow end that sits fairly flush with the top of the stair section that I think is supposed to control the two jets in the steps. The valve is leaking water when the pump is on and its not going back into the pool, so I'm losing water. Can this valve be fixed?

This valve should tighten enough to throttle the water off. However this should be able to be opened to allow air to mix in the jets. I have a similar problem and water rushes out of the valve when opened. I think this is not how it is intended to work. Can anyone help?
