New Splotchy Pool Plaster

A pool I manage was just plastered and the normally white blaster looks like a splotchy discolored light blue. I asked the company that contracted the plaster company who told me the pale blue color is from the ground freezing immediately after they plastered. It has been three weeks now and the color remains. What would be the cause of this problem and will the pool need to be redone?

my guess is they did a terrible job on the start up. is it salt ? was it brush veced?
