Maybe Dumb Pump ? but need help

I have a hayward matrix pump with DE filter..Filter pressure shows 28psi but I have very low flow.water in strainer housing seems to slightly below top of strainer cover which I think is not right. Pump sits lower than pool and skimmer basket in pool is full. When I put my finger into hole in strainer housing which leads to pump it goes in a bit but then it feels like there is a ball there. Does the pump cover have a a ball valve or could i possibly have a a ball stuck in pump before impeller?
