Stripped Screw on Lateral Casing

My water will not get crystal clear this year. At best it has turned cloudy blue the day after adding 2 gallons of liquid chlorine. 2 days later it turns back to blueish green.

The pressure guage reads about 18 psi and never builds up much past 19psi. My pool guy said there may be an issue with the laterals.

I inspected it and only noticed that one of the screws that holds the casing together is stripped. I think that there are 6 or 8 of these screws. So where the one is stripped, there is not a super tight seal. However, this miniscule "gap" is no bigger than any of the slits found on the laterals themselves.

Could this possibly be the problem causing my water ro not get crystal clear?
