DIRT RECIRCULATING THROUGH JETS

Hi, I look after a couple of pools in Spain and one has started pushing out dirt through the jets when cleaning, with the consequence that, when finished, the water is cloudy again but it eventually settles out. Nobody is using the pool now after the summer.

Could it be I need to use a floculante (I did a clean with floculante not too long ago) or do you think there is a problem in the filter?
