Drain 3/4 of the water and refill to reduce your CYA to 30-50. Thats what you need to do. Dont add anything else and especially bicarbonate of soda, you have a vinyl pool and 70ppm of alkalinity was absolutely fine.
I may not give you the answer you want to hear, but I will give an honest opinion of your situation as you decribe it.

Pool manufacturer recommendations are cya at 20 - 100 ppm. Calcium 180 - 250 ppm alkalinity 80 - 150 ppm ph 7.2 - 7.8 so should I lower them if they are within parameters. And the pool is now a cloudy blue.

Cya 30-50ppm
Calcium in a vinyl pool doesnt really matter but you may get limescale round the waterline above 200ppm.
Alkalinity in a vinyl pool 40- 90 then you get minimal pH rise, mine is at about 45ppm not added pH- in years.
ph 7.2-8.1 is fine previous numbers by the industry were wrong when you have CYA in the water but correct when you dont have CYA in an indoor pool.
Cloudy blue is dead algae, keep the chlorine up and the filter on and it will clear just takes time which you cant get at the pool store.

Their recommended levels are a bit out but hey they like to do their own thing. I remember when the arguments started as I posted lower TA details along with ChemGeeks data. Likewise the pH. Nice to see they are coming around too they treated me very roughly for even suggesting such things but shut up when ChemGeek posted. How times change

I don't bother either as it can be cult like but are a good source for novice's to realise where they are going wrong
