Green algae on bottom of pool

Green algae on bottom of pool
I’ve been battling with this for three years and a later months of the season. My total chlorine is five ppm and my free chlorine is five ppm and even if I shock it to 20ppm my pool water still has green algae growing after vacuuming. I have tried algicide and when I dump it in it turns black. I feel like I’m wasting it. What is am I doing wrong? The pool is clear all season until the last two months when we don’t use it too much, then I get in there and manually vacuum it and I cannot get the algae to go away. Pool water was just tested phosphates for 100 and everything else was balanced except for high chlorine 18 ppm

Let's have your numbers (CYA is very important) Use a pool store if you don't have a FAS/DPD kit
