will drianing the pool and let the sun shine on it for a week or two kill it..

No. You need to expose the black algae to high levels of chlorine and need to frequently scrape the surface (using a metal brush if you've got a plaster surface) to remove the slime layer to expose the lower depths to the high chlorine levels.
