Pool Cover

We have 24ft round above ground. Purchased the pool cover with grommets, wire, etc. also purchased 5 large pillows and about 28 tabs to go on the side. The problem we have is that we can not get the cover tight enough so that rain water will run off. Any suggestions???other than pumping after it rains. Thanks
